Dr. Patrick Marshall, Inmate Rehabilitation Manager, Santa Clara County Office of the Sheriff
DISTINGUISHED Service NOMINEES EVIDENCE: FOR DEDICATED AND DISTINGUISHED SERVICE BY A CORRECTIONAL HEALTHCARE PROFESSIONAL
WACHSA is pleased to announce our award winner for the Distinguished Service, Dr. Patrick Marshall. The panel recognizes the passion, heart, expertise and dedication required to coordinate The College Collaborative System, our 2023 Innovative Program Award winner.
Dr. Marshall is responsible for the design, development, and implementation of both the Rehabilitative Hybrid and College Collaborative Systems for individuals in the Santa Clara County Jail System, providing rehabilitative, educational, and transitional services. These innovative programs foster incarcerated persons ability to work toward educational goals, and receive a degree. This has resulted in opening doors that enable individuals to go on and earn a living wage which stabilizes both families, and communities.
The provision of in-custody post- secondary education, with essential transitional services is rehabilitation work at its finest.
Dr. Marshall holds a Ph.D. in Public Safety with specialization in Criminal Justice, Master of Business Administration, Master of Legal Studies, Master of Science in Criminal Justice, and Bachelor of Science in Criminal Justice. In addition, he is in his final semester of law school.

FOR A FACILITY OR AGENCY THAT HAS ADVANCED CORRECTIONAL HEALTH THROUGH THE DEVELOPMENT OF PROGRAMMING THAT HAS EVIDENCED IMPROVEMENT OF CORRECTIONAL HEALTH OUTCOMES FOR INMATES
WACHSA is pleased to announce our Innovative Program award recipient. The College Collaborative System (CSS) from Santa Clara County Office of the Sheriff (SCCOS). This program is innovative among California Counties because it transfigures the jail into a community college and expands community colleges into reentry centers for the jail system.
College Collaborative System is an Emmy Award-winning program given by Telemundo for Emmy Education/Schools-Spanish "Cárcel de Oportunidades,"
CCS brings together Santa Clara County Correctional Jails System and six community colleges (San Jose City College, Evergreen Valley College, Ohlone College, Mission College, Foothill College and Gavilan College) to form an alliance that addresses rehabilitation, stabilization, and reintegration into the community. CCS is designed for the jail system to be the centerpiece that provides incarcerated individuals a direct pathway to receive a college education and offers continuous enrollment to community college once out of custody. The community colleges provide career technical education and general education and when released, transition to the college of their choice. The individual receives wraparound services (i.e., academic support, personal counseling, employment opportunities, CalWORKs/TANF, basic needs [food, housing, financial, and health resources], community resources, etc.) from the college.

FUTURE FIRE ACADEMY
NOMINEES EVIDENCE: FOR PARTNERSHIPS AND PROGRAMS THAT EVIDENCE IMPROVING LIVES, FOR CURRENTLY OR FORMERLY INCARCERATED PERSONS
WACHSA is pleased to announce our outstanding Community Partner Award winner, Future Fire Academy.
Future Fire Academy creates and builds opportunities toward engagement and success for youth and adults during and post-incarceration. By opening minds, teaching new skills, improving education and self-esteem, and providing opportunities for employment post-incarceration, they have created a genuine correctional partnership offering restorative justice at its heart.
The panel was impressed with Anthony Pedro's dedication and commitment to creating this invaluable program. Our panel recognized the work needed to coordinate a program of this nature, creating a new culture in California that supports transitions from incarceration with skills acquired during incarceration to the stabilizing pursuit of a career in firefighting. We recognize this as offering genuine second chances to give back to communities while providing protection and safety and adding to the California Emergency First Responder network,
